Board of Education Policy Committee Meeting Minutes Draft

December 9, 2008

I. Call to Order: 7:10

II. Approval of Minutes of November 18th: Approved.

III. Discussion of policies and bylaws:

A. Bullying Policy #5131.91: The committee reviewed the draft for final revisions before going to the Board for a vote. Mr. Mellion offered comments and received clarification. The committee inserted the word written after verbal in the definition and reordered the classroom activities on the last page.

B. Suspension and Expulsion policy #5114: The committee reviewed the draft before sending to the Board for information and reports. The draft is updated to include the latest revision in the law including the language on bullying. Existing language is reordered for better flow. There were two clarifications needed from the attorney-placement of H.9 on the next to last page of the current policy and language on bus suspension. Mr. Dadonna will speak to the Board attorney for clarification and ask him to review the policy for compliance with the law.

Updated language on in-school suspension is on hold pending outcome of the CT legislative session.

C. Bylaws #9320, 9326: Input was received from Mr. Mellion. The committee added “in or near the school office” to bylaw 9320.

D. Discipline/Punishment #5144: the administrators asked for a review and revision of this policy. The current policy is not as comprehensive as recommended by CABE and CREC. Committee members will review and be prepared for the next meeting. Mr. Dadonna will seek guidance from the Board attorney.

IV. Discussion on process for posting policies on NPS website: Sheri McCready will be able to have students scan the policies as a project. This can be started after ensuring there is an updated manual to work from. It will start with the 5000 series. In the meantime, Mr. Dadonna will try to get the handbooks on the website.

V. Schedule for future policy review: The chair will send around possible dates for January.
